SEC To Launch Capital Market Master Plan 2.0, National Savings Scheme At October Conference

Nigeria’s capital market is set for a major policy push as the Securities and Exchange Commission (SEC) prepares to unveil the Nigerian Capital Market Master Plan 2.0 (NCMMP 2.0) and a new National Savings Scheme at its 2026 National Capital Market Conference, holding October 19 in Abuja.

The conference, scheduled for the Banquet Hall of the Presidential Villa, will bring together key stakeholders from the public and private sectors to deliberate on measures to deepen the country’s capital market, the SEC said in a statement.

Vice-President Senator Kashim Shettima will attend as Special Guest of Honour, with the Minister of Finance and Coordinating Minister of the Economy, Professor Taiwo Oyedele, serving as Chief Host.

SEC Director-General Dr. Emomotimi Agama will host the event, which the commission says forms part of broader efforts to strengthen the capital market’s contribution to national economic growth.

According to the SEC, the gathering will focus on strategic initiatives to boost domestic resource mobilisation, deepen investor participation and support sustainable development.

Speaking on the Capital Market Master Plan 2.0, Agama described it as a 10-year strategy that will guide the development of Nigeria’s capital market and serve as a key benchmark for measuring its growth. He said the plan’s implementation would benefit significantly from Vice-President Shettima’s endorsement.

On the National Savings Scheme, Agama explained that it is designed primarily as an inclusion tool, giving Nigerians across all income groups the opportunity to save and invest for the future, with tax incentives built in to encourage participation.

“The National Savings Scheme is principally an inclusion tool: every Nigerian is given the opportunity to save, and those savings will be invested for the future,” Agama said.

He noted that the scheme aligns with the Federal Government’s broader fiscal policy direction, including tax relief for lower-income earners aimed at increasing their disposable income.

The conference will also feature presentations from the Capital Market Committee’s Technical Working Groups, alongside the inauguration of both the NCMMP 2.0 Project Steering Committee and the Capital Market Master Plan Implementation Committee.
